Allow deployments to specify administrative roles

# What is currently missing?

Currently in Coral we are transitioning to fine grain permissions however until that point we would like to add the ability for users to define their administrative roles, so that they can gain access to Coral quicker.

# How could this be improved?

Allow in the application.properties file users to specify their administrative roles, which coral will use to turn on/off certain functionality specifically for these users.

# Is this a feature you would work on yourself?
