EPIC: Admin Clusters Actions

# What is currently missing?

Coral does not currently support administrative access operations for the administors.

# How could this be improved?

Add a new clean design to coral to allow certain administrative users to execute administrative actions.

Actions:
1. Adding a new Cluster (Kafka, Schema Registry, Kafka Connect)
- Form Validation
- Add example application.properties entry once cluster is created
2. Editing a Cluster
3. Deleting a cluster
- You can delete a cluster once it's disassociated with an environment
