Revert changes that introduce deploy failure

Adding a call to model `Setting` in a css.erb file was causing deploy failures.
In `assets:precompile`, Rails is reaching out to verify the table exists, but since this happens previous to the migrations in predeploy, it's failing the deploy.

Revert the changes to make a clean deploy of latest code to production, then deal with white labelling the image.
