Contradicting Paragraphs

_"An activity will have its extreme values excluded after the activity has run for an hour or after 15 orders, whichever comes first. A value is considered extreme if it is more than +/- 3 standard deviations from the average order value using the last month of data (up to the point in time in which the calculation was made)."_

How is the standard deviation using the last month of data if a test has only ran for an hour or 15 orders? Looking for more clarification on these two paragraphs.

Open ./help/main/c-reports/c-report-settings/excluding-extreme-orders.md and read the two quoted paragraphs in context. Clarify how the one-hour or 15-order threshold relates to using the last month of data for standard deviation, then revise the wording so the timing and data scope are no longer contradictory.
