On-device decisioning - redundant pages

Issue in /src/pages/implement/client-side/atjs/on-device-decisioning/supported-features.md

2 redundant sets of pages exist as a result of combining the Implementation section from the Target end user guide (client-side stuff) with the former SDK guide on gitbook (server-side stuff). The following pairs of pages need to be examined and merged (probably placed into the server-side section, with links from the client-side section as needed):

- /src/pages/implement/server-side/sdk-guides/on-device-decisioning/troubleshooting.md

Compare the two supported-features pages and the two troubleshooting pages listed in the issue. Identify the redundant content, then consolidate the pages as described, placing the merged material in the server-side section and adding client-side links where needed. Done means the duplicate page sets are resolved and the relevant navigation still works.
