Suggestions for Consent

Issue in ./help/tutorial-web-sdk/setup-consent.md

Firstly, this was a great addition! Thanks for putting this in! Here is my last bit of feedback:

1. The Klaro UI wouldn't let me skip the scanning section. It looks like the Klaro wizard requires you to wait for a ping to come in? I was struggling a bit with this one
2. I never did the AEP Web SDK service and it worked, so I don't know that this is a needed step any more.
3. I'm not sure I gained a ton of additional information/experience by doing opt-in vs opt-out. The whole point of a consent manager is to get opt-in, so I'd say just one activity of implied opt-out makes the most sense. That is what will mimic most real-life scenarios.

Open help/tutorial-web-sdk/setup-consent.md and review the Klaro scanning, AEP Web SDK service, and opt-in/opt-out steps against the three points in the issue. Done means updating the tutorial to address this feedback and verifying that the resulting consent flow remains understandable.
