Update Touch UI Feature Status page to reflect missing Launches features

Hi,

In Classic it was possible to create, move and delete pages within a launch (i.e. reorganize the pages of a site, then make them live at launch promotion). This is not possible in Touch UI. This is confirmed in [Adobe Support case E-000249455](https://adminconsole.adobe.com/62AD7BAD5EA25E780A495E73@AdobeOrg/support/support-cases/E-000249455).

I think /help/release-notes/touch-ui-features-status.md should be updated to reflect this gap between Classic and Touch. I recommend adding a feature like "Create, move, delete pages within a launch" with a status of "Missing" to either the Sites Admin or Page Editor sections, or both.

I would open a PR with this change, but I'm not sure my company will allow me to sign the CLA.
