Not able to get the Menu on local installation after following these steps

Hi Team,

I followed the steps mentioned here and was successfully able to run the app with `aio app run` but still the menu and other customisations are not showing in the admin panel. I am trying local installation.

### What changes do you propose?

There should be documentation for local installation debugging as well.
