Stuck in userspace governor, and no epp or epb support. Is this normal?

`auto-cpufreq` is constantly using the `userspace` governor, and not setting epp or epb. Is this normal? I am just curious. `auto-cpufreq --stats` also shows less stuff than before and seems.. frozen, like its not doing anything.
