Device info: laptop with ubuntu installed.

I am trying to setup a config file to have between 1.2GHz and 5.4GHz with **performance** governor when plugged in, and between 800Mhz and 3.4GHz when on battery mode with governor **powersave**.
Here is my config file which is based on the example one:

Strangely, plugging in or out won't change the governor, and the max/min is between 5.5 GHz and 800MHz.
I have tried rebooting and re-installing, but nothing seems to work.
Could someone help?
