Advanced `$domain` modifier does not work with basic rules in MV3 extensions

The following rules do not work:

```

We can implement `$domain=example.*` using the old approach right away.
We may be able to implement regex matching if this one is implemented: https://github.com/w3c/webextensions/issues/394
