AdGuard for Safari cannot apply some rules, that existing in filters

For example, `###termly-code-snippet-support` in AdGaurd Cookie filter - cookie notification is not hidden.
When I add the rule to user rules, it is applied.
**After removing the rule from user filter I can't reproduce an issue.**
