URLs with `&` are incorrectly changed to `&` in report comments

Just noticed when reporting an issue that if someone enters a URL that contains an ampersand (`&`) in the comments field when filling a report, it incorrectly changes the link to & which breaks the URL both visually and for the actual URL.

e.g.
From:
https://myactivity.google.com/page?hl=en-GB **&** page=youtube_comments

To:
https://myactivity.google.com/page?hl=en-GB **&** page=youtube_comments
