"Do-not-reopen" labels

描述

There are several labels, that once applied to a task, should block the issue from reopening. These labels are:

`A: Closed`
`A: Rejected`
`A: Invalid`

In case the issue is about to be reopened, but has one or more of these labels, the new issues should be opened instead.
