Introduce list updates and seperate user-specified list

My guess is that these types of updates are not as common, so they haven't done so. As to why the exclusions list no longer gets updated when manually modified, is probably also due to the inability to merge changes made, and is safer than replacing the list forcefully and losing user-made changes.

I made assumptions above in the original post (apologies if they are incorrect), but when a user has an issue with an important website that AdGuard interferes with, at the moment it seems that they are stuck with waiting for that exclusion to appear in the list in a new application version instead of a simple list version update. If they manually edit the exclusions list, they no longer will have the list up to date either. I also believe they are not notified anywhere in the UI that they have modified the list and will no longer have the list up to date.

Apologies if this has already been asked, but I thought I'd ask if AdGuard has thought about:

1. making the HTTPS exclusions list updatable, just like the filters and extensions are, and
2. separating the user-modified list away from the exclusions list, allowing for list updates to continue to apply. This could be like adding a new "User-defined HTTPS exclusions" section underneath the "Built-in HTTPS exclusions" section.
