Create and add an allowlist/exception list for relaxed or trouble-free DNS blocking

A lot of filtering issues have been declined as DNS-blocking is 0 or 1 and unblocking was evaluated to be less beneficial to user. Most of the cases are debatable, but having a list dedicated to fix these issues and allowing user to enable it, whether opt-in or opt-out, will maximize the benefits of each user at least for those using DNS filtering on apps.
