### Problem Description
Creating/modifying rules on the desktop is faster and more convenient than doing it on a mobile device.
### Proposed Solution
Add an abitity to import own rules in `User Rules` by URL. Remember the last entered URL. As it was done in AdGuard for Android up to and including version 3.6.
