Android TV Tools app fails to connect to devices if traffic is routed trough AdGuard 8.0

### Issue Details

The issue was initially mentioned in https://github.com/AdguardTeam/AdguardForWindows/issues/5661#issuecomment-3476535667 by @BooBerry

> My second instance on an issue was using the Android TV Tools app, which has adb embedded for it (it's used for Android TV boxes for various things like installing and removing apps, etc.) With that and using local IP addresses I noticed even though it previously worked fine before updating to 8.0 that no matter what, it would always fail to connect to my devices until I disabled filtering/routing for Android TV Tools and adb itself and it's been fine since. Again, these were both without HTTPS filtering enabled for the apps so just routing/filtering apps can do it.
