When connecting to VPN via Shadowrocket, many websites aren't filtered

Steps to reproduce:
1. Install [Shadowrocket for macOS](https://apps.apple.com/us/app/shadowrocket/id932747118)
2. Add new key, for example,

### Expected Behavior

All websites are filtered correctly.

### Actual Behavior

On many websites, ad blocking doesn't work fully or correctly — ad leftovers and pop-ups still appear, especially about cookie usage.
