Tracking protection filters stay turned on after disabling Tracking protection module

Block trackers, Remove tracking parameters

### Issue Details

Steps to reproduce:
1. Enable the **Block trackers** and **Remove tracking parameters from URLs** options in Tracking protection settings
2. Disable the Tracking protection modules
3. Check enabled filters in **Filter editor**
4. Open **Filtering log** and visit any site (for example wsj.com)

### Expected Behavior

Disabling Tracking protection also disabled the **AdGuard Tracking Protection** and **AdGuard URL Tracking** filters in the editor and those filters are not active as per **Filtering log**

### Actual Behavior

After disabling Tracking protection, the **AdGuard Tracking Protection** and **AdGuard URL Tracking** filters are still enabled and filters are active as per **Filtering log**

### Additional info

Similarly, when the **AdGuard Tracking Protection** and **AdGuard URL Tracking** filters are disabled in the editor, the matching checkboxes in the Tracking Protection module should become disabled as well.
