Steps to reproduce:
1. Go to `Language-specific` section in the settings
2. Turn off the internet or block filters.adtidy.org
3. Enable `AdGuard Japanese filter`
4. Type `await autoUpdate()` in the background page console and look at the Network tab

### Actual Behavior

The filter is updating only partially by patches and the full filter is not downloading at all. Every subsequent diff update comes up with empty patches, the filter can't update all the way through.
