Temporarily Disabling AdGuard via "enabled on this website" checkbox or pausing adguard does not work

Version 1.11.22 (build 347, CT 2.0.44)

### Environment

### Issue Details

Steps to reproduce:

1. Find a webpage that is problematic when adguard is enabled, [ex.1](https://github.com/AdguardTeam/SafariConverterLib/issues/104), [ex.2](https://github.com/AdguardTeam/SafariConverterLib/issues/82#issuecomment-3108978007)
2. Attempt to disable adguard for safari by unchecking the "enabled on this website" toggle or the "pause adguard for safari button"
3. Issue is still present despite adguard saying it is disabled when it is not
4. Confirm this isn't a Safari issue as right clicking the refresh button and selecting "reload without content blockers" allows the page to function as normal

### Expected Behavior

The checkbox or the pause button disables adguard fully just like the "reload without content blockers" toggle in safari.

### Actual Behavior

The checkbox to disable filtering on a certain website or the pause button doesn't seem to work. A reference video is attached below and is related to this case.
