iCloud Private Relay Blocking - ios26

### Action

Despite iCloud Private Relay Service blocking being enabled, it is no longer blocked on ios26.

IOS18.5 prompted the user to disable private relay on the WiFi network, now the user is not prompted and blocking this service no longer works

### Expected result

iCloud private relay not blocked

### Actual result

DNS Filtering Bypassed
