Support Blocklist Differential Updates

### The problem

Seeing as https://github.com/ameshkov/diffupdates is now [supported by uBlock Origin](https://github.com/gorhill/uBlock/releases/tag/1.54.0), I'm wondering when Adguard Home will support the same feature?

Especially because the standard seems to be written by an Adguard contributor. :)

### Proposed solution

Support differential updates for blocklist sources.
