contol/clients/update API call is not working

### Description

#### What did you do?
I got all the clients using the control/clients API call. Split one client and call the update API after removing a blocked service (youtube). If this update is successful then youtube should be unblocked. My client code has not changed for the last year or so and it was working fine until one of the recent AGH updates.

#### Expected result
Client should be updated the the service (youtube) should be unblocked.

#### Actual result
Service (youtube) is still blocked.
