[FEATURE REQUEST] rate limit for per client

### Problem Description

### Proposed Solution

For example, I have others recursive DNS server on my private network.
I want to set more rate limited times for recursive server but the normal device is keeping the small rate.
Because of security reason, I think setting rate limit too big on the global setting is very dangerous.

If the global setting is for normal device, I think we can set rate limit independently in Persistent Clients for this device.
