Descrição
1. Reformat in accordance with our [guidelines][1].
2. Move some of the information to the Wiki and deduplicate. For example, the links to the edge and beta releases are better off on a dedicated “Platforms” page. Probably formatted as a table rather than a few long lists.
3. Add brief Windows installation instructions (related: #4164).
