[Feature request] Give notification if an upstream-server is down

Hey all,

what about letting Adguard automatically check if the upstream-servers are reachable and give a notification if not.

Most of us have entered multiple upstream-servers due to redundancy. If one of them were shutting down or something else, from then on u have no more redundancy.

So a notification gives u the information and let you check that :)
