Description
We recently updated ember-table to the latest version (3.0.1 we also tried 3.0.2-2) and saw that lastReached keeps firing until all the rows are shown. This only seems to happen on physical mobile devices (we specifically saw it on iPads using Safari or Chrome). Web browsers and simulators seem to be working correctly.
Let me know if more information is needed.

Research direction
Start by reproducing pagination with ember-table 3.0.1 or 3.0.2-2 on a physical iPad using Safari or Chrome, then compare it with a browser or simulator. Done means lastReached no longer fires repeatedly until all rows are displayed.
