CI/CD Setup

We are wishing to move to main from develop and so require a CI/CD process to be setup.

Meeting with the Wg-CI group in February we have a rough spec of what we need:

- Use the ASWF simple CPU runners - avoid training if too slow
- Build Ubuntu 22
- Run unit tests
- Convert MNIST dataset to EXRs and host in a public location
