Description
Using rez-pip --install --release with the version if pip from #667 does not produce variant shortlinks.
Rez should be updated so that shortlinks are created as part of a package install, and not only via rez-release.
Note that variants without shortlinks are still valid and behave correctly, you just don't get the shortened paths in (eg) $REZ_PKGNAME_ROOT etc.

Research direction
Start by running rez-pip --install --release with the pip version from #667 and compare its results with rez-release. Trace where variant shortlinks are created during those operations; done means package installation creates the shortlinks while variants without them remain valid.
