Alert users on default value type mismatch

This relates to Mapping conformance rule.

Currently the type of mapping rule default value is not checked against the target column type. If this can be checked on selecting target column and having alerts on error, it will be very helpful. Because errors in this cause exceptions while running conformance jobs.
