SparkJobs more effective start-up

## Background
Some parts `SparkJobs.jar` steps executed during **Standardization** and **Conformance** are not needed or could be done more effectively.

## Goal
Rearrange the start-up steps to be more effective, especially when launched with some special command line parameters.
