Create --validate option that runs check pre actual run

## Background
Users might need to run a check that chuck validates the config file, empty folders for outputs and existing for inputs.

## Feature
Create a `--validate` (like `--help`), that could run checks on configs, input parameters and that the folders are empty and what other constraints we have.
