Offer a way to create default widgets for parts

Add a way to pre-configure a default widget for a rocket part. As parts have a unique UUID that can be tracked even across rockets. Thus this could be a global view where we can put these default config.

- New api calls will need to be implemented
- How do we deal with permissions?

When adding a widget and selecting a part, the widget config should initially default to the default config (maybe add a drop down to select a different one if there are multiple).
