Add the command view

Add a new component/view to display and dispatch commands.

The view needs to be able to:
- Show the most recent commands (live)
- Select a time range to view past commands (or have a different mechanism to see commands further back in time)
- Needs to display the information there is on a command (part involved, time [dispatched, received, ect.], command arguments send, response from the vehicle, state [success, failed, ....])
- Needs a way to dispatch new commands
- There needs to be away to select the command type and part to dispatch
- There needs to be a way for the frontend to format the command data and the response as well as for it to know which parts are available
- This will be requested from the server
- The frontend has to translate this information into rendering for different datatypes
- There is probably a need to extend this information from the frontend for special commands, etc.
