描述
The raw time series CSV files are in nominal units (i.e. MW and MVAR), but the rest of cases' data is in per-unit.
Converting the data to per-unit before exporting the H5 files would reduce the likelihood that a downstream user forgets to convert to per-unit before building their OPF instances.
