Add option to formulate using parameters

説明
Although we don't use parameters in the pipeline here, adding the option to use parameters may increase the usability of the formulations defined here by external packages (namely [LearningToOptimize/L2ODLL.jl](https://github.com/LearningToOptimize/L2ODLL.jl)).
It would be nice if the interface allows to choose which problem data should be set as parameters, perhaps based on the fields of the OPFData struct..
