### Description
The current state of the config relies both on our technological debt and the config from `rsl-rl@v3`. And it's in `.py` format. It should be reworked into something like YAML or TOML.
It is related to #110 .
Worth considering: are there simulation variables (e.g. friction) that we'd want different per environment? Problem mentioned in PR #148.
