Pauper Commander Filter

`criteria.isCommander` is janky and Pauper Commanders (i.e. legendary uncommons) are no longer listed as legal in that format. I'm not set on what to do about that, but it probably involves adopting [Leadership Skills](https://mtgjson.com/data-models/leadership-skills/), appending [pauper commander data](https://raw.githubusercontent.com/chevEldrid/pdh-json-updater/master/pauper_commander.json) and maybe marking pauper commands as restricted in the format, and tweaking queries accordingly.
