[Epic]: AI Weekly programme

### Summary

The AI Weekly talk pipeline was rehomed here when `ai-ops` was retired, and has had no container since. Each entry moves through **propose → scheduled → delivered**.

### Intent

The programme is currently tracked on two surfaces that do not agree — open issues, and `docs/ai-weekly-catalogue.md` — with no sync between them. An epic gives the pipeline one place to be read from.

### Children

- **#30**, **#31**, **#32** — three proposed topics

### Acceptance Criteria

1. Every child is either delivered and recorded in `docs/ai-weekly-catalogue.md`, or closed with a reason.
2. The catalogue is the single source of delivery status; an issue is closed when its catalogue row exists.

- The talks' content.

### Technical Context

⚠️ **Do NOT add #33 to this epic.** It is the evergreen template entry, marked "do not close or move it", and it is duplicated to create new entries. Making it a sub-issue puts it inside a container that will eventually be closed, and rolls it into every progress count.

Worth considering separately: move #33 into `.github/ISSUE_TEMPLATE/` as a real form, so its permanence stops depending on a comment nobody reads.

⚠️ Delivery status of #30/#31/#32 is **not verifiable from the repo** — none appear in the catalogue, which holds only two entries. Someone who attended should confirm before any of them is closed.
