Ability to set "global" options per-user

**Describe the idea / solution you'd like**
it would be nice to have some of the "global" options configurable for only certain users. as an example, i want to hide the disk usage for one particular account but not for the other ones i have configured. as far as i can tell this isn't something that's currently possible, you can only disable it globally with `nid` under `[global]`

for the config format, possibly something like this?
