Issue with RPMs not inheriting LANG from the host

Issue: in Toolbx and Distrobox, a Fedora39 image does not inherit the RPM macro language in `/etc/rpm/macros.lang` (this directory does not exist.

Its currently not clear if the Image itself can be fixed, or if toolbx and Distrobox also need to add a method to fetch the languages here from the system.

## Symptoms
RPM packages installed, for example QGis and RStudio, only download the english languagepack, even though all regular langpack packages are installed (this is independend). This is an intelligent behavior, and should not be solved by just downloading all languages.
