Windows setup is unclear

Description

Hi, I have tried using v.1.4 and instruction doesn't specify which AppData location I should put the .conf file

inside each of the first two directories I have an AppData and inside the first one I have these two :

and second one which I blurred, I have these :

with putting config file inside these two AppData directories or subdirectories, couldn't start program
