[Feature] Add different size distinctions between charts and UI in the song select screen

### Describe the feature

I would like to add an option that allows users to freely resize the chart UI to a smaller size in the song select screen, so that more charts can be displayed at once without the need for constant scrolling. The interactive UI elements should either remain unchanged at their default size, or also be freely adjustable by users. For players who prefer the original layout, the default 1.0x scale will be retained so they can choose not to enable this feature.

### Reason for adding

I want to shrink the chart UI so that players can browse and find charts more easily, with a full, abundant view of all available charts. However, if all other UI elements scale down together with the chart UI, it will make interacting with other UI components inconvenient. Therefore, I request to add an independent resize option **only for the chart UI**, keeping the size of all interactive UI elements unchanged at their default size, or allowing users to adjust them separately.

For elements marked as "change UI", I hope their size can be adjustable; for elements marked as "no UI change", I also hope their size can be adjustable, with **independent size adjustment for each category** (i.e., the scaling of these two types of UI elements is decoupled and does not affect each other).
