Problem Description
因为最新版面板支持省份地区限制功能，所以面板升级到最新版本。由于需要openresty 到 1.31 以上才支持省份地区限制功能，升级openresty 从 1.27 到 1.31 提示失败，并且回滚。然后回到openresty设置-模块页面提示：
服务错误: OpenResty module state ngx_brotli is missing from the module catalog
