Description
On larger sites, AVIF is so slow to generate that I can't use it at all because the build just never completes. If the AVIF images could be essentially marked as optional with a time limit, they could be incrementally generated and cached with each build until complete.

Research direction
The issue names no files or tests. Start by tracing the AVIF generation path and its existing caching behavior, then determine how an optional time limit should be configured and how incomplete formats should resume across builds. Done means large-site builds can finish without waiting indefinitely while AVIF generation continues incrementally.
