Pending nppETH withdrawals blocked: unconsumed L2→L1 message since 2025-06-30

Hi — apologies for opening an issue on a repo that may no longer be
actively maintained. I'm a Nimbora user trying to understand the status
of pending nppETH withdrawals, and this seemed like the most appropriate
public channel since Discord, X, and email have all been quiet.

I've traced the situation on-chain and wanted to document it here in case
it's useful to the team or to other affected users.

## Summary

Withdrawal requests submitted to the nppETH Token Manager are recorded but
cannot be claimed, because the report pipeline appears to have stopped
mid-cycle on 2025-06-30.

## Current on-chain state

**L2 Token Manager** (`0x0261790d895beecdf8a9c7b03ce1d3ac79ef8b21ecfb60b94c41f93c8c30586b`)

## Where the pipeline stopped

Two events on 2025-06-30:

- **11:35:10 UTC** — `handle_mass_report` executed on L2 (block 1534600).
Funds returned normally for N-PLP-EETH, nstUSD, and one other strategy.
This was the last successful full cycle.
- **20:35:10 UTC** — L2 Pooling Manager sent a report message to L1.

That second message appears to still be pending:
