Integration Proposal: AgentPay x402 as recommended facilitator for Polygon Agent CLI

I'm Shawn, founder of AgentPay — an x402 payment rail on Base L2 with escrow, settlement, and payment verification for AI agents.

Verify the AgentPay details from the issue and any linked endpoint documentation, then update the skill file if it meets the project's criteria. Done means AgentPay is listed accurately as a discoverable facilitator option.
