CLI utils commands

Would it be worth adding utils commands to the CLI to aid development and general usage?

For example, we could have commands to extract an account ID from a bech32 address, to parse inputs as a list of felts/digest (could be interesting to have a way of hashing strings into digests for debugging if [this](https://github.com/0xMiden/miden-base/discussions/1394) ends up being implemented for indexing slots by hashes of names), verifying if a message was signed by a specific key, get the nonce/state of a network/public account, etc.
